Recently a co-worker started a new blog called Speakergeek and I got the chance to try some new layout ideas. During this process, one idea was to create a cartoon type image from a photo which was eventually scrapped from the layout but good enough to keep as a first attempt.
I can't really take credit for the idea. A friend of mine has been posting stuff like this for some time now and then by coincidence, I picked up the current issue of Layers Magazine and their was an article talking about vector photos as well.
