Something this simple should not be so confusing. For the past month and about the time I installed SP2, time has become very frustrating. Everything always seems to be off by 10 minutes. TV news, Radio and Internet time sites never seemed to add up to what my own PC was saying. I would add or subtract 10 minutes but eventually it was always off again.
Finally thinking maybe it's a windows issue, closely monitoring the clock shows it making auto adjustments after any changes I tried to make. The time windows insists on me using happens to be 10 minutes off. A cool service if it worked.
This Microsoft article explains it more and until I figure something else out, I have disabled windows time synchronization. We'll see if this is my problem. (as a test, I turned it back on and my clock increased 10 minutes)

Windows Time Properties
Maintains date and time synchronization on all clients and servers in the network. If this service is stopped, date and time synchronization will be unavailable. If this service is disabled, any services that explicitly depend on it will fail to start.
With no Internet at home, I use the TV or Radio. It's been a long month wondering if home (TV/Radio) or at work (Internet) had the actual time.
- Set the time in the morning before work based on TV.
- Get to work and think Windows still has that time (however it has updated it) making it look like home is different from work (Time Zones).
- Update time again
- Again not noticing windows update, go home and my clock is off again
- Repeat steps.
